U.S. Ports See Costly Delays as Cargo Ships,Volumes Grow

WSJ: "To tackle congestion issues in New York and New Jersey, a port authority task force recommended several measures, such as more flexible hours for gate operations and building more warehouse space to store imports away from docks. Port operators and others are now trying to implement those ideas. In the last decade, the port authority has spent $2.7 billion in upgrades at the port. Another $1.3 billion is being used to raise the Bayonne Bridge so that megaships can pass underneath."

Bayonne Bridge shuttle to resume service

NJ.com: "Shuttle bus service for pedestrians and cyclists looking to cross the Bayonne Bridge during the ongoing construction work will resume tomorrow, Port Authority officials said yesterday.

The free service will operate Fridays, Saturdays and Sundays, 8 a.m. to 8 p.m. during May, including on holiday weekends and on weekends when daytime closures of the bridge are not scheduled.

From June through October 2015, due to scheduled weekend bridge closures, shuttle service will be offered on only Sundays from 8 a.m. through 8 p.m.

Shuttles will run every 30 minutes and make two stops: one at the entrance to the Bayonne Bridge Administration Building parking lot in Staten Island, N.Y., and one at West 4th Street in Bayonne, adjacent to the existing sidewalk staircase.

The shuttles will be equipped with bike racks."

The City of Bayonne, NJ: "The Port Authority has announced the daily schedule for Bayonne Bridge closures for the last week of April/start of May: Wednesday,  April 29 – 9am – 3pm closure;  Wednesday, April 29 – 8:30pm – 5:00 am closure; Thursday,  April 30 – 9am – 3pm closure; Thursday, April 30 – 8:30pm – 5:00 am closure; Friday,  May 1 – 9am – 3pm closure; and Friday, May 1 – 11:59PM closure. The Bayonne Bridge will be closed from 11:59pm Friday, May 1, through 11:59pm Saturday, May 2."

He can’t lean on one unreasonable agency if it’s holding up a project. There needs to be a dialectic here. If any one of 19 different agencies involved (in the Bayonne Bridge project in New Jersey) decides it’s going to dig in its heels in, there is no alternative but to give in to what they want. That feeds the paralysis. There needs to be a presumptive authority somewhere. There needs to be someone who can cut through that. If that authority is too high-handed that won’t work, either. You want an incentive for everyone to be reasonable and agree to make decisions within a reasonable timeline.”

The City of Bayonne, NJ: "Multi-Hour Closures:  During the third week of April, there will be several multi-hour closures of the Bayonne Bridge: Monday, April 13 – 9:00pm – 5:00 am closure; Tuesday, April 14 – 9am – 3pm closure; Tuesday, April 14 – 9:00pm – 5:00 am closure; Wednesday, April 15 – 9am – 3pm closure;  Wednesday, April 15 – 9:00pm – 5:00 am closure; Thursday, April 16 – 9am – 3pm closure; Thursday, April 16 – 9:00pm – 5:00 am closure; Friday, April 17 – 9am – 3pm closure; and Friday, April 17, 11:59PM  to Saturday, April 18, 11:59PM.

20-Minute Traffic Holds: To facilitate pier segment delivery and erection at worksites in Bayonne and Staten Island, 20-minute traffic holds may take place. A 20-minute hold was scheduled for Monday, April 13.

Mothers’ Day Schedule: The Bayonne Bridge will remain open without any closures from Saturday, May 9, at 8:00 a.m., until Monday, May 11, at 5:00 a.m.

Drayage Companies Demand Changes at NY-NJ Port

From JOC.com: "Atkins said GCT would like to have more business at the underutilized Staten Island terminal, but he noted that all of the vessel alliances calling GCT Bayonne use ships too big to fit under the Bayonne Bridge’s 151-foot vertical clearance. Until the bridge’s clearance is raised to 215 feet in mid-2016, the big ships can call only at GCT Bayonne, the only major port terminal outside the bridge."
